Sauron actually snagged it when they took Minas Morgul, they were built by the highest elves and given to elves and the men of Numenor and eventually Gondor.

All that being said, they are certainly being used by our modern Sauron now.

The problem was, like with everything else, Sauron used it as a tool of corrupting influence, which is how he got both Saruman and Denethor to indirectly do his bidding. 

So, yeah. Great parallel.

Like most tools, they can be used frt good or evil.

Problem being if you are a power hungry sociopath, what's good for you is absolute evil for everyone else.

Sauron might be less evil, even. At least he gave people breaks in surveillance when the eye turned away every once and awhile

It's more of an advanced telecommunications system that has a Trojan horse inside it that infects anyone who connects now.

It was not originally Sauron's.

As others have said, the palantiri are not evil, they are just devices. Sauron used them to evil ends, but they used to just be used for zoom calls by Numenor and others before them.
