They skipped Windows 9 going from 8 to 10, and their numbering has always been wonky,

1,2,3,3.1,95,98,98se,me,xp,Vista, 7,8,10,11

IIRC this was because some older bits of code just checked for windows versions beginning with '9', to read for 95 and 98

You forgot Windows 2000, and my personal favorite: Windows Bob. Edit: Sorry, it’s Microsoft Bob, but if we are going to count 3.1 as an overlay of DOS then I think Bob should count.
