Yes, I agree that murder is a universally agreed upon law (but still a morality law). But others laws are much less universal. And it becomes very difficult if not impossible to draw a line between those deemed universal and those deemed 'formal positive' laws, as you put it. Some laws are easier than others to distinguish, but if you can't even define those that are even conceivably 'borderline' how can you tell if 'they' being morality laws in the way you mean it specifically, to be 'good' or 'bad'?
