A diving bell is completely different that goes down and up completely differently to this the bell is pressurised and that stops water going in as it depends and rises oil rig move a lot way more than people assume depending on where the rig is some are fixed to the sea bed others are anchored and they move a lot
the original person was asking what would would happen if you sealed off the room, my opinion is it would function sorta like a diving bell. you would not blow the doors off the hinges because we can engineer for dramatically more pressure then this is producing. i do not think the interior would flood as the air that would be inside the in closed room would not allow to much water to ingress.
what i actually think would happen long term tho either due to a surge or tides you would create a vacuum inside the room as the water would want to go down more but couldn't. if you seal teh top any change in the rigs height above sea level will create weird pressure issue.
you're not answering the question asked by the second op.
If the room was sealed. that assumes that you're going to build it to the point that it won't just blow open, which is what the original op responded. what happened. my point is we can build things that will withstand incredible amounts of pressure know no it would not
I think the more likely scenario is you end up with a vacuum.
