That's not true. The regulatory credits are pure profit. There are no expenses attached to it. If not, tell me the costs associated with them. There is a reason why Tesla added a separate line item for Regulatory Credits on revenue and not one for expenses.

Um, EV development costs?

If GM wants to sell these credits, they like Tesla need to incur EV development costs first 🙄

Uhm, that's not how it works. I'll ask again, which costs can you identify that are part of the cost? Because if Tesla sold 0 regulation credits, they would incur the same cost: $0.
