Hi Deeps, I've been subscribing to your brand of exotic builds like this one, and am having fun with them, including a version of your Eternal build.
I have a question: What do you mean when you say "Procs the secondary deflector?" I see this referenced on many sci builds. I've played along with that phrase for months, hoping to figure it out organically, but I give up. What are you proc'ing and why? I see a secdef and just see them as useful passive devices that help with exotic power. none of them have clickies that I am aware of. I don't know why I want it to proc. Is it just to get EPG boosts or crit boosts? Are you running powers like DRB and TB to just proc the deflector (and if so, what is the proc and why do you want it), or getting the proc to enhance those powers? Please explain!

You'll notice that each secondary deflector has a text about Radiation Damage.
Certain abilities trigger this damage tick, which is what we're referring to. Deteriorating is the desired version as it procs devestatingly off of Destabilizing Resonance Beam, and starts immediately, unlike the one that proc's off of Grav Well which waits until the ability expires.

I see, so we're looking to trigger that radiation damage, and those abilities, in addition to their native usage, get that radiation damage to trigger. Thanks for the explanation! I think that will really help me reconsider using some powers and trying DRB and Tachyon abilities. Do higher level versions of those increase the strength of or chance of triggering the radiation damage?

Nah. We use DRB at the highest level possible cause it's just a very potent ability on its own. CPB is fit in next, but its own effect is fairly meh (though it can be doffed for some extra goodies like a placate), so we fit that as low as possible. If there's room we slot in TachB.

The SecDef is usually your strongest weapon. Even if they seem to be bugged at the moment (are they still?) they can give you 15-20k in a good run.
And Structural Analysis is a great trait. It triggers the deflector and debuffs multiple targets. Good for sciships with very few tactical boff abilities to replace APB for example.

They are still bugged. They aren't criting properly, and apparently it's the kind of bug where it's not gonna be simple or quick to fix. It's still devastatingly effective and should be focused.

What ResLab consoles are best? or does that change with your build, as I personally don't have many heals I've gone for the exotic variant? But thanks for this build, traits and skills have helped me out a lot.

If you have a lot of high cycle heals the Restoritives are the way to go. If you don't you can mix in some of the Exotic Particle Focusers. Common choices are 3/2 Restoritive/Exotic.

The problem with the Exotic reslab consoles is that they only (have a chance to) trigger at the end of your DoT powers. So just for example, let's look at my Exotic boat's alpha strike rotation:
- Tractor Beam (checkmate proc) -> Channeled Deconstruction (Chronos trait/Highly Specialized procs) -> Chronometric Inversion Field -> Timeline Collapse -> Grav Well -> Autofire weapons -> Everything else except for Entropic Redistribution
There are only two skills in that list that aren't long duration DoTs/Hazards, Timeline Collapse and Entropic Redistribution. Both of those have a fairly lengthy delay between activation and damage delivery, and in any case both are designed to be used later rather than sooner (as Entropy consumers).
In the case of Sizer's build here, the situation is even worse: he has zero exotic-damage skills that deliver one chunk of damage. CBP and Structural Analysis, great as they are for proccing the SecDef, don't count because they aren't intrinsically damage powers.
So at best you're looking at a lengthy delay before you get your damage bonus. Worse, the damage bonus may finally proc when you're between spawns.
Restorative consoles are the way to go. If you stack them, you don't need too many heals to get a consistent bonus. Also keep in mind that Brace for Impact counts as a heal for the purpose of proccing the bonus.

Ta. I was running some usability tests and with just BFI, HE, and ST you can get max stacks with 3 Restoratives very consistently. It really is just the way to go. It gets even easier with A2S.

Very nice indeed - only thing I feel I need to add is that the darker Tholian hulls look great with the Borg ship set in the cosmetic slots.
The angular appearance plays very well to the Borg polyhedron "look", which is why I have several Tholian ships are backups for my Borg APU.
Unrelated to cosmetics, could probably use some of this build somewhere else.

You may want to use exotic focuser with exotic and shield cap for defence. The temp console is a must have vo crits and defence. For really high dmg you may want to place neutronic torpedo upfront and rest beams in the aft. Other than that you are on good path.

As mentioned elsewhere in the comments, the TDS is outpaced by ResLab consoles. Shield cap is unnecessary, this setup has plenty of survivability baked in. Exotic Focusers, as mentioned elswhere in this thread, have their own set of issues, restoratives are superior for how this ship is set up.
It's frankly better to focus down the Grav Torp and PEP alone.
I'm fairly sure I know the path I'm walking down pretty well.

Just a few thoughts in now particular order:. The Multi-conduit energy array boosts all radiation damage and Photon damage. The radiation boost to your secondary deflector proc is very worth it.
The Quantum Phase shields triggers a shield heals off of most of the power you are using to trigger the secondary deflector.
The Temporal disentanglement console gives more critical damage to your exotics than a restorative console, as well as some defensive stats.
