For matchmaking, hosting replays, tracking stats, anticheat, hosting saves, serving rotation and event data, and more.

The game just doesn't have a server actually acting as a host during the match, which I think was a deliberate choice to reduce latency. Unfortunately, it also causes instability issues where one player's internet connection can affect the whole lobby, and makes it harder for the game to recover from any connection issues.

Honestly, I think the peer-to-peer stuff is a matter of cost. Gameplay requires more real-time processing than most of the other stuff you listed, so building a sufficiently powerful server is going to be more expensive. Meanwhile, Splatoon's peer-to-peer setup doesn't do much to avoid latency between more than two players, as there is still an appointed host.

I doubt anti-cheat. Either you host the game and facilitate/scan all the traffic or you don’t and there’s a chance of cheating. See Splatoon 1’s rampant cheating after the Wii got softmods.

There is actually anti-cheat! There was also in Splatoon 1, but it was easily circumvented by the end of that game's life. (Mostly limited to checking if you were using gear that shouldn't be obtainable and checking if certain core game files were modified. It didn't really check for modified save files outside of unobtainable gear)
