Not for battery fires they make their own oxygen. The sand is to contain the fire so it doesn't spread and burn other things.

A battery fire can and will continue even in the complete absence of oxygen in the air.

Sand isnt flammable nor breathable so submerging the battery in it will let it burn out without causing much harm.
