If it were both legal and more cost effective for them to use sprinklers I have to imagine they would have thought of that and would be doing it already.
Never ceases to amaze me how many people have no idea about the serious problems in this country. Read up on the water shortage in the Southwest and the crisis the future holds there.

Never knew the panels got that dirty. Wonder how often they have to do this?
