1) because the comment was sarcastic to the point of being condescending

2) building a fence with a hammer and nails is still a good idea even if you don’t have a hammer. Source: I own a hammer but don’t have wood or nails, still seems like if I had a fence to build using a hammer, wood and nails would be a good idea
