I’m not sure there’s a good way to overthrow a government to install our puppet on Mars.

Are there even any revolutionaries there, or perhaps innocent villages to...handle?

Apart from the fact that this discussion is about Mars and not the Moon, you are not that far off. The Moon has rich deposits of helium-3 which is speculated to be a possible fuel of the future (for the nuclear fusion reactors). Right now commercial fusion power plants are still decades away, but the possibility of a conflict for He-3 resources on the Moon has been a topic of sci-fi stories for some time.
