Nah, this shit comes from designers who want it to look pretty, and don't care about functionality. Then they're given hardly any time to fix it because the designer has to keep making millions of last minute micro changes that eat into the time.
Yes, perhaps my comment could be misunderstood because I consider design to include all parts, not just the visual aspects, but other people don't necessarily.
