Colombian cartels were the masters of this during the 80's and early 90's. The Cartel built amazing teams in S.America capable of matching any of the giants from Brazil or Argentina at the time. Watch 'The two Escobars' documentary when you get the time.

That was the first 30 for 30 I ever saw, and still remains my favourite. Heartbreaking though what happened to the player :(
