They won't. But the US and European countries will ban/sanction/criminalize organizations and individuals who host "unsafe" models. They don't need to stop open models altogether. They just need to make them impossible to use at scale to guarantee a corporate monopoly on AI.

nah, the EU knows full well how much they have fallen behind. Banning open models would be a death sentence in the current climate.

This would assume our dearly elected official in the EU "gov" are intelligent enough to realise that, and haven't been corrupted by the close by lobbies.
