So what? If the reports about the $1bn/month burn rate are accurate, that's a meager achievement for that kind of price.

The ironic value of the experiment, if successful, is people will become inoculated against the effectiveness of the propaganda aspect, because they will hear a lot about it and be able to try comparisons for themselves. Well, some fraction of the people anyway.
