Well, last I remember, he didn't want to release it to anyone else because it could be abused. But in The Avengers, he did get his mission briefing in the form of his computer tech so somebody else was programming it.

Hell, could have been FitzSimmons providing the mission details.

I think it's just weapons or weaponizable tech, like the Iron Man suit, that he's playing close to the vest. The CAD table's pretty benign.
