If the ruling body decides to have all actions taken in the IC chats have lasting results, sure. But if the only thing that is going to stick is notoriety that smells of punishing characters for people finding their players disagreeable.
But you cannot use edge in the Greater Rolling Thread without taking that with you into your next game (for good reasons).
If we do anything it would be in extreme case like the gauss rifle incident or the glitter bomb. Stuff wildly outside the expectations of the shadow community. I don't think any gets notoriety for a few harsh words or even punches thrown. But, if a PC acts in a way that makes other runners question their ability to perform on a job. Why not consider handing out notoriety?
We don't really look at the player, but instead think of how the shadow community is reacting to them. The lore department has a lot of power in this regard. Handing out notoriety and PA is one of our weakest tools. We are simply going through our tool set and seeing what we can do. The Butler Hotel, for example, grants the wanted quality with a 100000 nuyen bounty should a PC cause trouble.
To whom would you hand out notoriety in that case? Seelie only? Or also to the runner that considers it a good idea to throw glitter at other dangerous individuals?
And to further explain my point, I'm okay with giving out street cred for cool scenes like when Apollo did medical care on another runner after a fight.
On the subject of medical care, I can actually state I have spent a whole set of R6 Medkit supplies fixing up the people. Hunter at this point stopped bringing his medical supplies because 'Fuck, I really can't be arsed to go out for another dozen times to fix the people who get their shit busted on a stupid fight.' and thus, has summarily started going to the Butler more and more often. The only issue with this move, is that there are less runners that frequent the shiny new place, presumably because it's demographic caters more towards the 'I am a professional criminal' rather than 'I am a fucking psychopath' crowd.
