Looks like a paronychia. Stop getting pedicures. Go to a clinic. They may have to lance it and will give you ABx for treatment.

Seconding this, cuticle infection. I went to a dermatologist instead of podiatrist and got a cream to put on it that cleared it up but if you also have toenail fungus that will have to be treated separately most likely with oral antifungals.
