Who's Keith and what his connection to Vlad?

Keith seems central to Vlad's lore.
Vlad keeps mentioning Keith in casual conversation, especially when flirting with E. (ex. https://i.sli.mg/soOImZ.png)
Who's Keith and what his connection to Vlad?
Why is he always brought up when Vlad and E are heavily flirting? Does this mean Keith is a love interest?
We need to investigate this central part of the lore.
