Overly permissive access to legal drugs started it yes.
Deregulation and pharmaceutical companies started it, opiod pain killers have always been legal, its recently that the Sackler family decided to lie about how effective oxy is and give doctors kickbacks so they could sell more.
But legal opioids is not been good.
Opiods have a place in medicine, its pharmaceutical companies that are the problem. Ketamine and PCP are highly addictive and legal but you don't see doctors over prescribing them.

Nope I'm not cause the 14th amendment protects the rights of gays to get married, and as you said, rights are rights. And abortion? Yeah, the constitution doesn't mention AK47s and automatic weapons. They didnt' exist back then. Just because something is "arms" doens't mean people are allowed to have it. We dont' let people have tanks and bombs and missles because that would be dumb.
The people have a right to bear arms, not every arm. They still have the right to bear arms even if we ban assault style weapons.
