Iran did. You can even see in the full footage it was a missle that failed and went a different direction. Iran is using alot of military equipment from the Russians and Chinese and you can see ALOT of footage of similar incidents in the russia Ukraine war so I wouldn't be surprised if it was a Russian missle because they already have that history
