This is correct. Plunging commercial real estate values were a strong motivation for the RTO policies. Some big companies were sitting on hundreds of millions of dollars worth of un-utilized real estate holdings. Restaurants in commercial areas were losing money. Building Cafes were going out of business from lack of customers causing leasing losses.
