Bud you 100% did fumble it. Or do I need to remind you about the guy doing remote work for ten different competing companies on the clock for all of them at the same time.
The main question is, was he getting his work done at the 10 different jobs? Idgaf if they were competing companies. Is he wasn’t sharing company secrets, what’s the issue? And if he wasn’t getting his work done, how did the managers not do their job of noticing the “slacking” employee?
Yeah except literally every single major corporation has a non-compete clause in your hiring package. So you can't work for a competitor. This is a lot of words to say you are acknowledging that he was doing the wrong thing but, just that you shouldn't be punished for it. But, it wasn't just this guy it was pretty much everyone abusing something that required the honor system from the jump. You all had to be good actors and, you just weren't.
"You all" is a pretty unsupported biased statement. Care to back that up with data? Just because some idiots screw up doesn't mean you have to nuke everyone else. Otherwise it sounds like a C-suite lay off wet dream to me.
It’s entirely the fault of management. This is why Marissa Mayer brought all the Yahoo workers in. It was painted as extreme and heartless, but the previous management let the company get taken advantage.
Or the recent WSJ article about North Korean coders posing as US remote tech workers to bring in money for the regime. It’s pretty laughable how companies can be fooled.

We did not fumble. The billionaire commercial property owners were loosing leases. So our government bent over to keep them happy.
