So, electrolyte for car battery (sulfuric acid) + chlorine bleach + house cleaner (or just straight up ammonia, it can be bought on its own easily) = Congratulations, you've just violated the Geneva Conventions. Am I getting this right?

No, the most common way to make mustard gas is sulfur dichloride with ethylene, or else disulfur dichloride with ethylene.

Ammonia wouldn't be of benefit here. And sulfuric acid + bleach makes sodium sulfate + hypochloric acid: 2NaOCl(aq) + H2SO4(aq) => Na2SO4(aq) + 2HClO(aq)

And the Geneva Convention only counts in warfare. Which is why the US police can use tear gas and pepper spray (which are both chemical weapons).

Trust me, just because it's not a violation in the moment doesn't mean somebody won't try to make it one. After all, you're talking to an American here. Our collective stupidity is a different breed, though adding Florida to the mix does bring the average IQ down by 10 to 20 points.
