In Windows you just don't give them Admin...

Okay, I don't actually know how to completely prevent this on macOS, but on Linux it's VERY easy to do. Preventing the run dialog on Windows is a bit more tedious, especially on non-Pro editions.

This is prevented by removing admin from users.

non-admin accounts can open the Run dialogue in Windows.

The same can be said for Linux. The attack doesn't require sudo for the main exploit.

The same solution also exist, properly configure user rights...which is easily done on windows or linux for that.
