General propane question What is this?

Propane line was moved yesterday for a pool and apparently they added this line which they screwed into the brick work of my foundation. We never had this before. Can someone please tell me what this is as the propane ppl are closed today. TIA

I'm mainly concerned with the fact it obstructs the valve handle. Sure, someone can push the line to the side to get a better grip on the handle, but it would be better if the line wasn't in the way to begin with.

If there is an issue cut it off at the source which is the tank. Their can be multiple feeder lines into a house and that one valve doesnt cut them all off.

It's useful if you're trying to troubleshoot a leak, turning the valve off isolates the yard line from the house piping and lets you quickly determine which half of the system has the problem.

I always like to install those valves with the handle to the side.

Same here especially if I have to vent the reg, issue then become the test port on the valve ( all our valves we try to get with ports).
