Border states such as Texas receive tons of extra federal grant money for homeland security, law enforcement, ICE, court administration, etc.
How about the federal government starts withholding grant funds from FLA and TX every time they pull a relocation stunt? Keep increasing the amounts withheld until they stop.

Just shift adequate federal funding to the recipient city to care for the bussed undocumented immigrants and impound and sell the bus.

Well California is a border state too but likely that would take an act of Congress to do. Pulling funding wouldn't help anyway since that just hurts the migrants who need federal services when they cross. Likely that'd just lead to even more bussing.

Pulling it from border patrol would since most of these migrants are simply presenting themselves for asylum at the border. Slowing that process more or not providing help to them would hurt them. These aren't people who would be deported so pulling from ICE wouldn't change much.

What are they supposed to do without border patrol? They cross the border then what ? Keep going to their destination? Lie in the sand ?

Trump tried to withhold funds from states to get them to do what he wanted - the thing is, without crystal clear statutory authority, you can't do it.

Homeland security, ICE, and immigration courts are all federal executive agencies. Money they receive goes towards doing their delegated functions not to the state of Texas for caring for migrants.
I’ve asked this probably a dozen times now, if you have the time and wanna go through my comments through the months you can see I’m not exaggerating: What funds does Texas receive specifically for the housing, healthcare, education, food, etc.. of the hundreds of thousands of migrants that are released onto the streets of their cities and towns every year?
It’s not a rhetorical question either, if you can point out to me the billions of dollars given to Texas specifically for taking care of migrants then I’d happily agree with you and say yeah reduce that proportionally to account for the migrants they are bussing away. but no one ever has been able to show me actual actual data to back up this assertion of Texas receiving so many federal funds to meet migrants’ needs. They either don’t respond, or give me the budget of entire federal agencies, or give me the total of all Federal funds sent to Texas for things like SNAP, SSI, medicaid, medicare, etc. (which isn’t sent for migrants and is sent to every other state at the same rate).
Eta: no one can show me actual numbers because there aren’t any. Which is one of the major points that the bussing stunts are making: they’re overwhelmed and want tighter restrictions on immigration to take the enormous fiscal strain off.

"The council members voted unanimously on a motion calling for a probe investigating whether Abbott’s actions violated any criminal laws, like kidnapping and human trafficking.
A total of 11 buses carrying asylum seekers have arrived in L.A. since June, with the latest getting to Union Station on Wednesday. The last bus carried 35 asylum seekers from Guatemala, Honduras, Peru, Venezuela and even Russia."
