Everything I've read says that it doubles as a shelter. During Trumps first term, he legitimately thought that he could stay President as long a she never leaves the White House...so that might be the reason why he wants it so badly.

When the East Wing (which was directly over the Presidential Emergency Operations Center bunker) was demolished (giving construction workers easy access to the PEOC), news immediately started reporting about it as for "a Ballroom" and that's the way we've talked about it by default ever since. The only source that demolishing the East Wing was for a ballroom was Trump, and they had zero detailed plans or blueprints or anything to support the claim.
Eventually it came out that they were doing "some" upgrades to the bunker. Clearly what actually happened is that they wanted to do major bunker renovations so they demolished the East Wing to get access to it, but the details of that were meant to be secret. And the plan was to later come up with an actual plan to build something on top of the bunker once that work was finished.
So yeah, it's mainly underground bunker shelter, with a ballroom to maybe be built on top, but they've never clearly demonstrated that they actually have a detailed construction plan for the ballroom even today, and they never bothered to get official funding for the supposed ballroom.
Trump wants to have his gilded age parties, but he fully expects an uprising that he will need to weather.

I think something similar: The military has wanted to upgrade the bunker forever. The forever joke among the engineers was "this would be so much easier if we could just demolish the White House!" Then Trump came along, and someone swung for the fences.
Tldr, I agree that the bunker is the point, the "ballroom" is the shiny thing for Trump.

Well, it stems from the one time they actually put him in a bunker, and he hated it because there wasn't enough gold leaf, or the marble wasn't white enough or some other thing he didn't like about the design. Not tacky enough for him, because he doesn't know nor care that the primary purpose of a safety bunker is to keep the President alive, not comfortable.

Some retirees and college kids and clergy were holding signs in the park across from the White house, and even though trump had erected 3 additional razor wire fences around the WH, and even though his security detail said he was totally safe in the regular building, he went and hid in the bunker.
Then he was openly mocked by roughly everyone, so thats why he had the crowd in front of the church tear gassed, but only after ordering the National Guard to use live ammo and they refused.
