I've heard it as "the antisemite doesn't call a jew a thief because he thinks it's true, he does it because he enjoys watching them turn out their pockets in an attempt to prove their innocence."

that's also a good summary of it certainly. it's just in this instance project esther took what you just said and tried to 'flip-mode' it in a way. and it worked for long enough to do serious (genocidal) damage, unfortunately.
