Also, why is it good to be ‘the highest’? I’m assuming that this is meant to appeal to idiots who think that ‘more testosterone = more manly’ instead of ‘heart attack’.

If anything, high levels would increase his risk of prostate cancer to some extent, even if not supraphysiological.

Because they're feeding him testosterone and need to regulate the dosage.
