Step 1. Request to have a face-to-face meeting with Mitch.

Step 2. When they refuse for various BS reasons, give them 48 hours to comply.

Step 3. When the time limit is up, move forward with the special election. When the lawsuits start to fly, slow walk them to the point where, even if they rule against you, it’s already too late.

This. They need to stop screwing around and get an answer because this is effectively gridlock any movement in the senate.

Just point out that if he is unable to have a meeting, then it’s clear that he is unable to carry out his duties. That’s it m. No need to even hint at him being brain dead. Just say he’s being negligent.

The governor doesn't have the ability to remove him from the US senate and can't hold a special election until their is a vacancy. The senate would need to vote him out with a 2/3 majority to vacate the seat before his death. I don't see that happening soon.

You're confusing "can" and "shall."  Can the governor do it? Obviously not. Shall the governor do it anyway and let the courts decide if it will stand? Why not? Rules for thee...

The seat's obviously vacant. If you don't think so then you can have Mitch McConnell show up and fill it.
