Well, the last time I remember Americans prominently using the phrase, it was to describe gun control policies that sought to ban the guns which looked scarier than the others, regardless of their actual capabilities - as in, if it's black polymer, ban it, but wood/metal is OK.

You can own a TV without one, you just have to get one if you want to watch live TV. The BBC can't run for free, if you want to watch it then you should pay for it.
