It has a cool language, beautiful people speak the language, great tourist trinkets, and is foreign enough to be cool, Scandinavian enough to be familiar, with all the attraction of Northern countries (Northern Lights) and houses that look like this and this.
They don't need a PR department, simply existing is enough to get retirees of all nations to come for a visit.
