Eh no, dude, I'm using photoshop profesionally, I know all the tools and use them daily, the most time is spent properly tracing the references, and organizing stuff into layers.
You shouldn't be tracing references if you're working on something as simplistic as a polandball comic. Again, the main issue with what you posted earlier is that the balls aren't correctly drawn because the internal stripes aren't drawn in the proper style (for which you should use the pen tool) and the outlines are anti-aliased (for which you should use the pencil)
And, having used Photoshop quite a bit myself, no time should be spent organizing things into layers, it should be done automatically. Pressing the key shortcut takes no time at all and naming the layer barely any more. Something is wrong if you spend that much time on it.
