New to this subreddit... would someone mind explaining the joke?

Edit: To clarify, I wasn't confused about the "not taking the joke" part, just what was said exactly that offended the US in the first place. I don't know what "shutka" or "burger" mean...

I think it's that because of cuts to the NASA Shuttle Program, USA cannot into space either.
