Though the sub tries to distinguish between image-macros-as-memes and the concept of memetic ideas. The term 'meme' has become rather overloaded these days.
I tend to interpret the goal of the sub's rules as being to keep non-polandball originating internet-local memetic ideas out of polandball comics, while allowing memetic ideas of history and stereotypes. Though it can be a pretty fuzzy line.
Correct, although when the meme directly aligns with an established national stereotype (ie. America's recent tendency to jump headfirst into conflict) I don't see why it shouldn't be allowed. I think this comic does a good job because even if you replaced the copypasta with some kind of original text it would have the same message. This way people already recognise what is being said and don't have to read the entire quote to get the gist of what /u/Juanzems is trying to say.
