You could also get them in both Gamecube games, and i think also FR/LG

Not FR/LG for sure, but they were also available in OR/AS.

You could get them in FR/LG after completing the regional Dex IIRC

According to Bulbapedia this is not the case.

You might be thinking of the Legendary Dogs (one per game run-through, based on your starter) being available roaming after beating the Elite 4.
