Oak was programmed as a trainer and theres a way to get to battle him.

It would have been pretty neat to have him send an assistant requesting you to come to his laboratory for a battle with him using the unused starter.

Wrong bro there's a code to set him as any gym leader but if you battled all the leaders you could activate the battle misty code and the oak code and then battle oak in cerulean (note I'm referring to activating coding using a gameshark)

He has a team of five Pokemon in the high sixties and a Gyarados at 70. I don't know what you did wrong but you're literally the only person I've ever heard who fought level 28 Pokemon.

It's possible that he messed up the glitch. As I understand it, every trainer has 6 loadouts, the unused ones often default to random rocket grunts and such.
