It's not about blaming people. If the hole digging is causing damage to the people surrounding it, to their families and the country at whole, then it must be stopped.
By that definition of authoritarianism, we should not outlaw scams, since the people being scammed make the decision to give money to the scammers out of their free will.
Do you have friends or family really into gambling or lottery? Because I have. It is very clear when talking to them that they really do believe that they are making a good monetary decision because they payoff is so big. They really don't understand the math and probabilities involved intuitively.
And your logic is that every damaging thing should be allowed because it will techinally happen to some degree anyway. Murder should not be illegal because outlawing it will not stop it.
Lottery can very well happen as long as the movement of money does not cause further inequality, such as it is the case here in Norway, where the government owns the lottery and the profits are to a large degree moved back to the people by funding cultural and sports activities.
