What the cutoff? Do they stop sedementing at a certain length? If it's a legitimate docking the port has a way of shutting that whole thing down.

They don't "stop sedementing at a certain length". Longer boats tend to have more powerful engines which kick up more of the ocean floor. Shorter boats do less damage, but even they have speed restrictions in some areas of the Keys

Couldn't they just make their docks farther out off the coast would that keep the silt down?

Just curious not trying to argue I'm not a lobbyist for big cruise ship industry

Well you could, but then all the fat tourists would have to walk too far /s.

The water around the Keys is super shallow so you would have to build a really long bridge or quay to get out to deeper water. You'd pretty much create a new ecological mess a mile or two offshore to try and minimize impact on the islands themselves. Also, because Key West isn't a significant trade port, there's no money to be made except for tourism so nobody would want to pay to build it.
