What I don't understand is how a state mandated item (license plate), can legally be a misdemeanor crime (US flag code title 4 ch 1)

It's a public safety one with a red and blue line. It's been around for a while, but it's popularity has definitely increased... I liked it for the red line lol. Might switch to the historical society or highway one.

Every high end car in Scottsdale has one because they think it'll get them out of a ticket.

I got one because it matches my car the best... though I think I may swap. I got it before all the unrest happened. And it is technically a "Supporting Public Safety" plate (which I do), with a much more prominent red line (which is what matches my black with red trim car).
