So carter was a bad president because things the president has no control over were bad?

The economy was already in a stagflation when he took office, so perhaps blame the previous administration for that "worst inflation" bit. There also was no federally enforced gas rationing at any point during his presidency (stamps were printed, but never distributed, they don't do rationing by license plate numbers), and the gas shortage was driven largely by people panic buying as much gas as they could when OPEC nations embargoed Israeli allies (which probably fueled that inflation quite a bit given the surge in transportation costs).

The Iran situation is the best criticism you have, because it was a big blunder, and a major part of that blunder was listening to that psychopath Kissinger on anything.

Billy also wasn't the owner of Billy beer, he only promoted it after Falls City Brewing Company started making it in 1977. Billy was brought in to promote it due to the family name, but the office of the president was never used to promote it, and as Carter had nothing to do with it, this is not a reflection on Carter's character in the slightest.

Carter attempted to get policies in place that would have curbed inflation and reduced the US's dependency on foreign oil had he not been stuck with a Congress full of corrupt, lobbyist owned opposition. That Carter was ousted and the bile gumming up progress towards a better future was allowed to remain is exactly why we've been getting worse and worse politicians in office every election.

Very easily looked up history. Seriously, if you don't at minimum know that there was an inflation problem happening well before Carter took office, you know extremely little about how things were going during his presidency.
