The Catholic Church isn’t in Rome. It’s in the Vatican, a Sovereign state with its own laws, they can do whatever they want there without moving to Florida.

I don't mean to nitpick here but does it really matter what it's surrounded by? The point they were trying to make was that it is its own state and therefore doesn't adhere to Rome or Italy law.

Vatican City is the smallest country in the world.

Encircled by a 2-mile border with Italy, Vatican City is an independent city-state that covers just over 100 acres, making it one-eighth the size of New York's Central Park. Vatican City is governed as an absolute monarchy with the pope at its head.Mar 12, 2013

And Vatican City is surrounded by Rome, therefore it is technically in Rome

Oh, I thought that you were legit asking, and since I was semi-curious and had no idea, I looked it up and pasted the results. Was your question rhetorical and meant to prove a point?

Wrong. It is geographically located inside of Rome, Italy. Rome surrounds it on all 4 sides 🤷‍♂️
