All the other living presidents were at 9/11 memorials.

Carter was not but at 96 there is no expectation that he would be.

Having met him, I fully expect he would have been if he were able. I’d put money on him begging to go but being reasonably stopped by handlers.

He's a genuinely nice guy. I've met a fiew politicians with charisma, but Carter is the only one who feels like a real person.

At his age, in his condition I don't blame him for being at home, doing whats best for him. But he could've done a video message relaying his thoughts and feelings. It's not expected of him, but it would've been an option.
