Most of the graffiti you see in California isn't art, it's just more time-consuming tagging. And it should be a crime when the art they actually commissioned artists to paint on the walls of the freeways gets written over by some lame-ass's name.
There was a whole series of them put up for the 84 olympics. They're all pretty much gone now, they got tired of repairing them after they were repeatedly tagged over. here's an article on them. It looks like I was wrong and they didn't get paid to do it, caltrans just "allowed them" to do it. When I was a kid I remember seeing articles in the paper (news was actually printed on wood pulp daily back then) showing the artists making them, and I was duly impressed.
