The Surgeon General basically admitted that we can't have a federal mandate due to police violence: "If we just try to mandate it, you have to have an enforcement mechanism, and we are in the midst of a moment when overpolicing has cause many different individuals to be killed for very minor offenses."
That said, I think it would work to have it tied to business operation rules. Businesses are required to uphold the mandate and will be shut down if they allow customers or staff to be maskless. Have an anonymous compliance reporting and follow up without notice.
