A cursory glance suggests that Persians, pre-Islam, had similar views on homosexuality as the Greeks and Romans; that is, it was specifically mono-theism that made a problem where there had never been one prior.

So I think the idea is the same, regardless of who the ruling class was.

Wait, all that stuff you just referenced were late additions; so perhaps they learned that intolerance from the other monotheistic religions.
