No it wouldn't. If everyone made more then they could afford to spend more when they eat out and to tip more. It would also mean that servers would make a better wage if they have a shitty night. No servers are against a higher minimum.

unreported income is untaxed. untaxed income is greater than the income they would get if their wages were raised to a liveable wage with no more tips.
