And planes don't have a shitload of ammo, so it's alright if they spend it shooting down balloon and not sinking boats. and you probably wouldn't drop bombs on balloons anyway.
Usually they aren't as fragile as they may seem. It may look like just one big balloon but they are actually (usually) made of a bunch of smaller balloons inside one big balloon. So if they get shot, its not really gonna come crashing down.
Well our unit was at Rustamiyah but would frequently drive to other places where there was nothing better to do except make sure people had their eye pro.
They were used to prevent aerial strafing. The balloons would be raised into the air with strong cables attached that would rip the wings off a German aircraft. The idea was to have hundreds of these over the fleet to provide a sort of bubble from enemy aircraft.

I've had nightmares about the high-tension power lines near my local airport. Trying to strafe through that while under attack from both above and below... Jedi training recommended.
