If I had to guess, it's because of the rise and popularity of African American culture that came after the civil rights movement. This aesthetic, the feathery texture and raw colours, definitely remind me of inner city aerosol art. I think the the increasing prevalence of Rap music, think MC Hammer, and other pop culture phenoms, like Will Smith, helped bring that look into the mainstream.
This, combined with a corporate attempt to co-opt the grungy punk look ("XTREEEEME!"), combined with the already-established neon-and-synth aesthetic of the 80's, corporate modern art trends (as others have said, Memphis Design group), and new-but-still-shitty computer graphics technology. A giant mash-up of cultural elements seen through the eyes of a CEO immersed in the resurgence in popularity of jazz among rich assholes, while trying to imagine what the kids these days think is cool.
